SeniorCare is Wisconsin's State Pharmaceutical Assistance Program (SPAP) which is designed to help members cover the costs of prescription drugs and some vaccines. Anyone who is age 65 or older, resident of WI, U.S. Citizen (or have qualifying immigrant status) can enroll in SeniorCare. There is no monthly premium, rather, an annual, per person, enrollment fee.
There are four levels of coverage within the SeniorCare program (Levels 1, 2A, 2B, and 3). A person’s annual income determines which level of coverage they would have, including deductible and/or spend down requirements, what drugs SeniorCare will cover, and what out-of-pocket expenses enrollees incur.
All levels of the SeniorCare program are considered “creditable coverage,” meaning SeniorCare coverage is as good as the standard Medicare Part D prescription drug plan. This "creditable coverage" allows the beneficiary to avoid accruing the Part D late enrollment penalty when enrolled in SeniorCare and later decides to enroll in a Medicare Part D plan. Although SeniorCare and Medicare Part D are independent programs, a person can be enrolled in both at the same time.
SeniorCare is an SPAP, maintaining a membership in SeniorCare gives a beneficiary a special enrollment period (SEP) to add or change their Medicare Prescription Drug Plan or Medicare Advantage Plan with Prescription Drug Plan one time per year.
